What changed in 2018
Complaints rose. Inspection dates stopped showing up. Notices per complaint fell.
The City of Seattle open data portal had no last inspection dates until July 2025. Until then that column held map coordinates, for example POINT (-122.33 47.60), instead of dates. In July 2025 the City backfilled it, including records back to 2003. Only then could these shares be measured, so the last inspection date line shows what the portal holds today for complaints opened each year. A blank date does not mean no one inspected. The last inspection date report tells that story.

What tenants reported
In their own words: mold, leaks, moisture lead the housing problems, and rent increases and fees lead the paperwork.
We read the description of all 6,419 District 7 complaints and counted the problems each one names. A complaint is counted in every group it names, so the groups add up to more than the number of complaints. This shows what tenants reported, not that a problem was confirmed.

How we counted
Where the District 7 numbers come from
- Records. Every landlord-tenant record on the City of Seattle open data portal whose district is 7: 7,895 records, 6,419 complaints and 946 notices of violation among them.
- No inspection date means the City’s “last inspection date” column is empty for that record. It does not mean no one came.
- Notices for every 100 complaints compares counts opened in the same year. It does not say which complaint led to which notice.
- What tenants reported is a whole-word search of complaint text. A complaint can count in more than one group. It is a signal, not a legal finding.
- Elevators. The STLCA cross-reference built September 12, 2026: 113 addresses citywide, 29 in District 7.
- The map and the moving list. Map points come from the open data portal; the 72 rolling records were drawn at random with seed 20261019.
