THE LOBBY WAS WARM, OUTSIDE TEMPERATURE WAS APPROXIMATELY 48 DEGREES. THE LOBBY WAS COMFORTABLE. MCEACHIN, SUPERVISOR JENKINS AND I MET WITH THE MAINTENANCE SUPERVISOR, DAN SPENCER. HE WAS COOPERATIVE. WE WENT UP TO THE TOP FLOOR AND MET THE COMPLAINANT, DUSTIN COLLINGS. WE WERE LET INSIDE AND THE SMALL APARTMENT WAS VERY WARM. WHILE I DID NOT USE THE THERMOMETER, IT APPEARED TO BE 70 TO 75 DEGREES. THE RADIATOR WAS VERY HOT, AND ADDITIONALLY, COLLINGS, HAD A SUPPLEMENTAL ELECTRICAL HEATER ON ALSO. BETWEEN THE TWO HEATING UNITS, IT GOT VERY WARM. NO VIOLATION AT TIME OF INSPECTION. ***SECOND EMERGENCY INSPECTION***INFORMATION AS FOLLOWS: CALL DATE RECEIVED 12/10/2016/1039 HOURS.
