Every figure, dashboard, case study, and finding published by STLCA is drawn from documented source files. This page identifies each source, its type, its role in STLCA's analysis, and the data it contains.
Master Source Dataset
All STLCA citywide and district-level figures are drawn from a single master source file. No figures are estimated or interpolated from external sources.

Seven District Dossiers
Each district dossier is a full accountability profile for one Seattle City Council district. District figures use the full STLCA master Landlord/Tenant source snapshot through 2025-12-31. The record universe includes COMPLAINT, NOTICE OF VIOLATION, CITATION, TENANT RELOCATION, and UNFIT BUILDING rows present in the master file.

How STLCA Builds the Published Numbers
This page states the source snapshot, date scope, dataset definition, and record universe used for the public dashboards and district dossiers.
Dataset definition
Dashboard and district statistics: MASTER_SOURCE_CITYWIDE_LLT_THRU_20251231_ENRICHED_01272026__PLUS_RECORDLIST-RARE.csv.
Current complaint examples: MASTER_SOURCE_CITYWIDE_LLT_2015-2025_THRU_20251231_ENRICHED_01272026__PLUS_RECORDLIST.csv.
Date scope: public records through 2025-12-31. Current quote examples use the 2015-2025 window.
Record universe: records preserved in the STLCA master Landlord/Tenant source files, including CP complaint records, VI enforcement records, CT citation records, TR tenant relocation records, and unfit building records when present in the locked source snapshot.
Complaint language: quoted text is public complaint narrative. It is treated as reported-language evidence. It is not treated as a physical inspection finding unless the public record itself contains inspection proof.
Absence rule: a missing inspection date, missing inspection result, missing PDF, or missing attachment is shown as absence when the public record cleanly shows absence. It is not treated as extractor failure unless a visible row, link, document, or section was not captured.
Public verification links: record-level links in the dossiers and timelines open the City public record portal when a record ID is available. General public source portals: Seattle Services Portal and City of Seattle Open Data.

What the Data Does and Does Not Show
CP, VI, and CT are record-type flags, not independent enforcement events. A VI record indicates a violation/inspection record type is present; it does not independently prove enforcement liability.
No inspection date/result is a data-visibility flag. It indicates that no inspection date or result is recorded in the available public data. It is not proof that no inspection occurred - it means the inspection, if it occurred, is not visible in the public record.
NOV Issued is a status flag. It does not by itself prove enforcement liability. It indicates the STATUSCURRENT field contains "NOV ISSUED" for that record.
668 rows are unassigned to a district. These rows are included in the citywide total (56,258) but do not appear in any district subtotal. The sum of D1-D7 totals is 55,590.
All counts reflect the master source dataset boundary through 2025-12-31. Records opened after that date are not included.
